Senator Kenny hosted the afternoon panel on “External Influences on Policing Counter-Terrorism” at which Mark Tuley, ACPO (TAM) Research & Innovation Unit, UK, Mr. K. Jack Riley, RAND Corporation, and William Blair, Chief of Toronto Police Services, were the speakers.

Senator Kenny visited Washington, D.C. During his visit he met with several Congressmen and Senators, namely; Congressman Dutch Ruppersberg, Co-Chair of the Port Security Caucus, Senator Daniel Inouye, Chair of the Commerce, Science and Transportation Committee, Congressman Henry Cuellar, Chair of the Sub-Committee on emergency Preparedness and Response, and finally, Congressman Elijah Cummings, Chair of the Sub-Committee on the Coast Guard and Maritime Transportation. Senator Kenny took this opportunity to sit down and discuss issues of mutual interest as well as address similar challenges facing both Canada and the U.S. These meetings allowed for an exchange of ideas on how to improve the defence and security of both nations.

The Thirty-ninth Parliament was dissolved and Prime Minister Stephen Harper called an election to take
place October 14th, 2008. Due to the dissolution of Parliament, Senator Kenny, unfortunately, had to cancel a trip to Isreal. He was due to meet with members of the Ministry of Defence, Udi Levi-Head of the Counter Terrorism Bureau, Members of intelligence agencies, as well as tour the Ben Gurion Airport and Ashdod Port during his visit. He had also planned on attending the World Summit on Counter-Terrorism set to take place in Herzliya, at which speakers included Former Prime Minister Benjamin Netanyahu and European Union Counter-Terrorism Coordinator Gilles de Kerckhove. There are plans to reschedule the trip once Parliament returns later this fall.

Senator Kenny traveled to Toronto to visit the RCMP “O” Division.
While visiting the RCMP, Senator Kenny met with senior staff to discuss key topics, such as recent investigations and challenges faced by the Integrated National Security Enforcement Teams (INSETs) and the Airport Detachment Drug Section. He was also given a tour of the Airport Detachment, took an airside tour of Pearson Airport, highlighting its vulnerabilities, spent time getting the know the Marine Security Emergency Response Team (MSERT), and went on board the new MSERT vessel to see how it operates.

Senator Kenny was also a guest speaker at this conference. He addressed topics such as a constabulary Coast Guard, an expanded 60 ship Navy and an industrial strategy for continuous ship building.

Senator Kenny travelled to Afghanistan with the Senate Committee on National Security and Defence to evaluate the progress of the Canadian efforts. More specifically, the Committee’s visit was geared towards gaining an understanding of the progress of the Canadian efforts and how this progress was being measured. While also, looking at the conditions in which our troops and civilians operate. Finally, how the Afghans perceive the Canadian efforts in Afghanistan. Senator Kenny had the chance to meet with a number of government officials as well as civilians to discuss the successes and concerns surrounding the Canadian mission.
