Senator Kenny attended the 2007 Shiprider Program. Over the course of the day he traveled to Cornwall, Ontario and on to Massena, New York. He met with various RCMP officials as well as the U.S. Border Patrol personnel as he toured the Border Patrol facility. He also took part in the inspection of the Shiprider vessels at the Marina Cornwall.

A Proclamation dated Saturday, September 15, 2007 was received from Her Excellency the Governor General indicating that, by and with the advice of the Prime Minister, Her Excellency has thought fit to dissolve the present session of the Parliament of Canada. The Second Session has been summoned to meet on Tuesday, October 16, 2007.

Senator Kenny, along with Senator Tommy Banks, and Senator Rod Zimmer traveled to Western Canada on a fact-finding mission. They visited Canadian Forces bases in Wainwright, Moose Jaw, Winnipeg, and Calgary. The goal of these visits was to observe the training of the troops in preparation for deployment in Afghanistan and to study the equipment to be used by the forces in Afghanistan. Also while in Winnipeg, the three committee members visited the NATO Flight Training Center, NORAD Regional Headquarters, and met with members of the First Responders as well as CSIS and CBSA.

Senator Kenny traveled to Toronto to visit with both the Toronto Harbour Police and the RCMP INSET.
During his meeting with the Harbour Police, Senator Kenny engaged in discussions on topics such as criminal activity on Lake Ontario, joint-forces interdiction, and intelligence gaps surrounding these issues. He also toured the Toronto Harbour infrastructure by boat.
While visiting the RCMP, Senator Kenny met with senior staff and discussed integrated policing, interoperability and the challenges that face the structure and operations of the RCMP INSET. He also toured the INSET and Special Operations facilities.

Senator Kenny visited the Boeing Company in Long Beach, California. The aerospace manufacturer, Boeing is one of the leading producers of military aircraft. Senator Kenny took a tour of the Boeing facilities in Long Beach. The focus of this visit was to study the C-17 Globemaster, a military-transport aircraft that has the capability to carry large combat equipment, supplies and troops across international distances. The C-17 has many strategic and tactical uses as well as implications for support at bases like Canada’s Camp Mirage. The C-17 fleet spans the globe. Canada just received its first of four new C-17’s, the U.S. currently has 146 of these units, sixteen of these aircrafts are set to go to the Pacific Air Forces, while four C-17’s are on lease to the United Kingdom.

Senator Kenny visited the RAND Corporation Headquarters in Santa Monica, California. RAND confronts challenges that face our world through research, policy creation and development of technology. National security is one of many issues that the researchers and analysts at RAND seek to improve. Senator Kenny toured the facilities and met with a number of staff members including Richard Mesic. Topics such as homeland security, airport security, Afghanistan and Ballistic Missile Defence were discussed.

Senator Kenny attended DARPATech 2007 Systems and Technology Symposium in Anaheim, California. The Defense Advanced Research Projects Agency (DARPA) pursues research and technology for military roles and missions. This conference afforded the opportunity for an exchange of ideas between many different groups. Amongst those groups in attendance were the Defence Sciences Office(DSO), the Microsystems Technology Office(MTO), and the Tactical Technology Office(TTO). Furthermore, Lieutenant General James F. Amos, the Honourable Gordon England, the Honourable Donald C. Winter and General William S. Wallace were among the featured speakers at the conference

Senator Kenny traveled to Dalhousie University in Halifax for the 2007 Maritime Security Conference. The conference entitled “Transformation & Technology: A Canadian Maritime Security Perspective” looked at security technology world wide, in hopes of drawing on the innovative approaches other countries have taken to address national security issues. Speakers included Dr. Norman Friedman (internationally known strategist and naval historian), Vice Admiral Robertson (Chief of Maritime Staff), along with many others.

Senator Kenny hosted a Roundtable on Intelligence which included experts (former intelligence practitioners as well as academics) in the field of intelligence. This full-day session featured discussions on the evolution of Canada's security and intelligence community post-9/11, identifying Canadian interests and intelligence priorities and barriers regarding the creation of a foreign intelligence agency in Canada. While the Roundtable on Intelligence took place in an in camera format, many of the attendees participated in a public hearing before the Standing Senate Committee on National Security and Defence which was on similar issues. Senator Kenny and members of the Senate Committee on National Security and Defence visited Washington, D.C. During that time, the Senator met with a number of U.S. House and Senate Committees who focus on national security and defence issues including but not limited to the House Committee on Homeland Security, the Senate Committee on Armed Services and the Northern Border Caucus. The Committee also met with: the Honourable Michael Wilson, Canadian Ambassador to the United States of America; security and defence experts from the RAND Corporation; and, a number of high-level public servants from the National Security Council, the Assistant Commissioner (International Affairs and Trade Relations) of the U.S. Customs and Border Protection, and the Assistant Commandant (Operations) of the U.S. Coast Guard. This trip gave the Committee a greater appreciation for the similar challenges our two countries face and allowed for an exchange of ideas on how to tighten the security gaps at our borders, airports, ports and coasts, as well as on how to succeed in Afghanistan.

Senator Kenny along with members of the Senate Committee on National Security and Defence visited the Port of Newark, New Jersey. Their first meeting was with Mr. John Lava, Assistant Area Director for Seaports Operations and Advanced Targeting Unit Managers from U.S. Customs and Border Protection to gain an understanding of container targeting technology and protocol. The Committee also met with Mr. Tony Dos Santos, a Canada Border Services Agency officer embedded in the Port of Newark to learn about his duties and level of cooperation with his American counterparts.

Senator Kenny traveled to the village of Stanstead, Quebec to meet with RCMP Officials as well as the Stanstead Integrated Border Enforcement Team. The Senator traveled via helicopter over the Stanstead area to view the Canadian-U.S. border. Senator Kenny attended the C4ISR 29th Annual Symposium in San Diego, California hosted by the Armed Forces Communications and Electronics Association (AFCEA). Senator Kenny attended the Commemoration of the Battle of the Atlantic (1939-1945), the longest running battle of the Second World War. This annual ceremony takes place to mark the anniversary of the battle and to honor those who courageously fought for the freedom of all Canadians.

Senator Kenny, along with Senators Day and Atkins, traveled to France for the commemoration of the 90th Anniversary of the Battle of Vimy Ridge. The ceremonies took place at the Canadian National Vimy Memorial located in Vimy, France. This sunset ceremony was a celebration of the lives of the 11,285 Canadian soldiers who died in France.
