Mr. Clifford Lincoln (Lac-Saint-Louis), sponsor of Bill S-15 in the House of Commons, moved that the Tobacco Youth Protection Act be read for the first time in the Commons. The motion was agreed to and the bill received First Reading.
Honourable Don Boudria, Leader of the Government in the House of Commons, rose on a point of order, arguing that the Speaker should not allow Bill S-15 to proceed to next reading as it is out of order. Mr. Boudria feels the bill proposes the introduction of a tax, and since members of the Senate are prohibited by the Constitution from introducing taxes, S-15 cannot proceed.
Following Mr. Boudria’s challenge Mr. Réal Ménard (Hochelaga—Maisonneuve), Mr. André Bachand (Richmond—Arthabaska), Ms. Judy Wasylycia-Leis (Winnipeg North Centre), Mr. Clifford Lincoln (Lac-Saint-Louis), Honourable Charles Caccia (Davenport), and Mrs. Marlene Jennings (Notre-Dame-de-Grâce—Lachine) spoke on the bill’s behalf, arguing that it should be allowed to proceed.
