Speaker Rules in Favour of Bill S-13
The Tobacco Industry Responsibility Act
Ottawa, ON Senate Speaker Gildas Molgat today ruled that the 50 cent levy per carton of cigarettes proposed in Private Member’s Bill S-13, The Tobacco Industry Responsibility Act does not constitute a tax. This ruling clears the way for Bill S-13 to continue without a Royal Recommendation.
"A major procedural obstacle has been cleared today." commented Senator Kenny author and sponsor of the Bill. "While Senators may not introduce bills which appropriate public money or impose a tax, the Speaker has ruled this bill does neither. The ruling will significantly assist passage through Parliament."
Bill S-l3 would place a .50 cent levy on all cartons of cigarettes sold, creating a $l20 million dollar fund. The money would be spent on programs aimed at stopping or preventing youth from smoking. Transitional funding of $l50 million would given in the first five years to arts and sports groups who may lose their tobacco sponsorships and to tobacco farmers who may see a decrease in tobacco sales.
