November 18 First Reading in the House of Commons. 

Government House Leader Don Boudria raised a Point of Order seeking to rule S-13 out of order on the grounds that the bill imposes a tax not a levy.

                              

Dr. Bennett and 12 other MPs spoke in favour of S-13, while only 2 MPs spoke against. (Speeches)    

                                                    

The Speaker of the House of Commons reserved his ruling for a future date.

December 2 Speaker's Ruling on Bill S-13
The Speaker of the House of Commons ruled today that S-13 is admissible. Speaker Gilbert Parent ruled that the bill actually imposes a tax, not a levy for industry purposes. (Senator Kenny's News Release)
